FIFA to review Infantino’s shelved World Cup investment plan

FIFA is set to review a controversial investment proposal championed by president Gianni Infantino after the plan to bring private investors into the organisation’s commercial operations was shelved.

The development follows renewed questions over the proposal, which had generated significant debate among football stakeholders and governing bodies.

The investment plan, known as FIFA Forward Enterprise (FFE), reportedly involved the creation of a new commercial entity that would have offered outside investors a stake in the commercial rights connected to FIFA competitions, including the World Cup.

The proposal became a subject of intense discussion within international football after concerns were raised about its structure, governance implications and the extent to which football stakeholders had been consulted.

FIFA eventually put the plan on hold, but the issue has continued to attract attention.

According to reports, the matter is now expected to return to the FIFA Council for review. The review follows questions raised by Jesper Møller, chairman of the Danish Football Association, who sought further clarification about the project and the circumstances surrounding its withdrawal.

Møller is also a member of the FIFA Council, the organisation’s main decision-making body between Congress meetings.

The FIFA Forward Enterprise proposal was reportedly designed to unlock additional commercial value from FIFA’s competitions. The plan included the possibility of selling a minority stake in the new commercial structure to private investors.

Reports indicated that investors could have acquired approximately 20 per cent of the proposed entity.

However, the proposal encountered resistance from several influential football organisations.

European football’s governing body, UEFA, as well as other confederations, expressed concerns about aspects of the proposal. Questions were also raised about transparency and FIFA’s governance processes.

The opposition contributed to FIFA’s decision to shelve the plan.

The development has nevertheless not brought the issue to an end, with calls for FIFA to provide more information about how the proposal was developed and why it was considered necessary.

FIFA has maintained that its committees have established responsibilities under the organisation’s statutes and governance regulations, including providing advice to the FIFA Council.

The upcoming review could therefore provide stakeholders with more information about the proposal and the decision-making process behind it.

The controversy comes at an important period for FIFA, with the organisation overseeing the expanded 2026 FIFA World Cup, which is being hosted across the United States, Canada and Mexico.

The World Cup remains FIFA’s biggest commercial property, generating substantial revenue through broadcasting, sponsorship, marketing and licensing rights.

Any proposal involving the commercialisation of FIFA’s competition rights is therefore likely to attract considerable attention from national associations, confederations, players’ representatives and other stakeholders.

The proposed investment structure also raised broader questions about the future relationship between FIFA and private capital.

Supporters of such arrangements can point to the potential for investment to generate additional resources for football development, while critics have focused on issues including control, transparency and the long-term implications of transferring an interest in valuable football commercial assets to external investors.

The review is expected to give FIFA Council members an opportunity to examine the proposal and the circumstances surrounding its shelving.
